Economist praises Telangana's Rythu Bandhu
Telangana Government's Rythu Bandhu scheme has come in praise from Arvind Subramanian, the former Chief Economic Adviser. The prominent economist has said that the scheme serves as a "quasi-universal basic income".
At a time when Universal Basic Income is a major policy proposal in India, the KCR government is already transferring financial assistance to land-owning farmers.
However, Arvind strikes a cautionary note when he says that this scheme can't be replicated in other states without proper land titling. "Telangana has titled nearly all land holdings, and has done so in an impressive fashion, without serious controversy or contestation, and within a short space of time," he writes.
"The key administrative challenge is establishing land titling, but states are beginning to make progress on that," the economist ponders.
