Modi government decides to kill UGC

The Narendra Modi government has announced that the University Grants Commission will be abrogated through a repeal of the UGC Act, 1951.  In its place, a Higher Education Commission of India (HECI) will be established through an Act of Parliament.  

The decision by the Human Resource Development ministry is seen as part of the government's efforts to "dismantle old institutions" and replace them with responsive, new ones.  

Through the HECI Act, 2018, the NDA government wants to herald some far-reaching changes.  "The transformation of the regulatory set up is based upon the principles - Minimum government and Maximum governance, Separation of grant functions, End of inspection raj, Focus on academic quality, Powers to enforce," said Prakash Javadekar, the HRD Minister. 

However, contrary to what many might have deemed ideal, the HECI will not bring under its regime the All India Council for Technical Education (AICTE) and the National Council for Teacher Education (NCTE).
